Refresher training is no longer necessary for Filipino seamen with approved onboard training and experience of 12 months or more in the past five years. Marina’s advice 2021-49 can be found at the bottom of this page.
Filipino seamen, training institutions, ship owners, crewing agencies, and other organizations are urged to comply with the recommendation issued by the Maritime Industry Authority of the Philippines.
It has been noted in the Marina advisory that the attestation certificate can be given by the ship’s captain, owner, or manning agency, demonstrating that the seafarer had aboard training and other practical training during his or her employment.
During this epidemic, the Philippines government was the first to make a daring action with respect to certificate revalidation. Hopefully, this will serve as a model for other administrations to follow and make life easier for sailors in general.
