The known process for registering vessels under the Maldivian flag is not difficult, though it may take some time. Foreign-going ships flying the Maldivian flag may be fewer in number. Domestic or near-coastal vessels, on the other hand, can be counted as one vessel for each family in the country.
Many foreign-going vessels were registered under the Maldivian flag in the early 2000s. Back then, ships were classified by well-known classification societies such as DNV, GL, BV, and others. Nonetheless, the number is currently limited, and the gross registered tonnage total will not exceed 50,000 tonnes due to the smaller size.
Dry docking is the best time to change the registry of a foreign-going vessel. The surveyor will be able to conduct structural surveys such as bottom inspections, tank inspections, hull inspections, and machinery inspections, among other things.
There are a few steps that must be taken before submitting an application to the Ministry of Transport and Civil Aviation to register a ship in the Maldives Register of Ships. In addition, there are four main application forms that must be submitted to the ministry in order for the registration to be processed. Following successful completion of the survey, the Maldivian flag will issue a provisional Registry certificate valid for six months. Following the expiration of the window period, the new owner or operator must submit an application to assess the condition in order to obtain the full term certificates.
1. Application for Maritime Services in Maldivian flag
M-6 is the abbreviation for this application form. This application form is used for any type of maritime service, such as:
a) Foreign going registry
b) Certificate endorsement for CDC
c) Certificate of recognition
d) Endorsement of true copy
e) GMDSS/Rating/Niyami/Tanker endorsement
f) Any other endorsement or certificate
2. Application for Maldivian Registry (foreign trade ships)
M-16 is the name of this application form. This application contains all of the vessel’s information, such as:
a) Particulars of the present Owner such as name, Address and contact details.
b) Particulars of the ship such as, built date and place, present port of registry, engine details, ship’s dimensions, engine make and power.
c) Boiler details if fitted.
There are also two types of documents that must be submitted. First, the documents required when requesting Provisional Registry.
- Completed “Application for Maldivian Registry (foreign Trade Ships) – M-16 form”
- Original or copy of the last Permanent Registry
- Copy of the Company Registration Certificate or copies of the National Identity Card of the Owner(s), which ever applicable.
- Company’s Board of Resolution (if to be registered under a company).
- Original or copy of bill of Sale (in case of copy, original of Bill of Sale to be sighted by the attending surveyor at the Flag Change Inspection).
- MRF 1000/- (Maldivian Rufiyaa One Thousand) will be charged as Provisional Registration Fee.
- MRF 100/- (Maldivian Rufiyaa One Hundred) will charged as Revenue Stamp charges for Provisional Registration.
The following documents must be submitted to the Ministry of Transport in the case of permanent registration.
- Completed “Application for Maldivian Registry (foreign Trade Ships) – M-16 form”
- Original or copy of the last Permanent Registry
- Copy of the Company Registration Certificate or copies of the National Identity Card of the Owner(s), which ever applicable.
- Company’s Board of Resolution (if to be registered under a company).
- Original Bill of Sale
- Original Deletion Certificate from the Last Registrar
- MRF 1500/- (Maldivian Rufiyaa One Thousand Five Hundred) will be charged as Permanent Registration Fee.
- MRF 100/- (Maldivian Rufiyaa One Hundred) will charged as Revenue Stamp charges for Permanent Registration.

3. Application for survey and inspection (foreign trade ships)
This application form is referred to as MS-2. This application form also includes all of the vessel’s information, such as:
a) Particulars of the applicant such as name, Address and contact details.
b) Particulars of the ship and company such as, name, tonnage, company IMO number, present location, audit or survey date etc.
c) Types of service required such as annual or intermediate survey, docking survey, special or renewal survey, flag change survey.
d) Surveys are related to Statutory certificates, Document of Compliance (DoC), Safety Management Certificate (SMC), International Tonnage Certificate, Exemption Certificates etc.
e) Details of charges levied on the rendered services are notified by the ministry afterwards.
4. Application for Minimum Safe Manning Document in Maldivian flag
MS-3 is the name of this application form. This application form also includes all of the vessel’s information, such as:
a) Particulars of the applicant such as name, Address and contact details.
b) Particulars of the ship.
c) Present Manning level Deck and Engine department separately.
