In accordance with the Port Marine Circular No.26 of 2021, there was a revision to the Pre-Arrival Notification (ePAN).
Ship’s arriving in Singapore on or after 9th July 2021 are required to complete and submit the PAN version 9.0. The updated ePAN version 9.0 can be downloaded here.
First of all, you will have to extract and copy the epans9.HTML file from the zip folder and save it on your computer desktop or a folder you desire.
While filling the form please keep in mind, that you do not need to be connected to the internet. And do not fill in the form using a web browser such as Chrome or Microsoft Internet Explorer etc.
Now epans9.HTML file is inside a folder. Next, you will have to convert the epans9.HTML file into an application. This application will be used to generate the .xml file format ePAN for your submission to the Port Security Unit of Maritime and Port Authority of Singapore.
To do this you need to uncheck the box for “Hide extensions for known file types.
For PCs running on Windows 10, Click “Search” and search for “Folder Options”.
Click on the “View” tab → “Advanced setting”, uncheck the box for “Hide extensions for known file types”. Click “Ok” to exit.
Open the attachment ePAN 2021 version 9.zip. You should see a file – epans9.HTML. The icon should be an internet browser icon, i.e. Internet Explorer icon, Google Chrome icon, etc.
Right-click on the ‘epans9.html’ and click ‘Copy’. Right-click on the desktop of your computer and click ‘Paste’.
The file on your desktop should appear as epans9.HTML or epans9.html. If you see the filename as only epans9 with no file extension, repeat the steps above and ensure that the checkmark for “Hide extensions for known file types” has been removed. If you are unable to do this, please enlist the assistance of the IT department of your company to enable this function.
Right-click on the file epans9.HTML and select rename.
Change the name of the file to epans9.hta and press enter.
A message would appear “If you change a file name extension, the file may become unusable. Are you sure you want to change it?” Click on yes.
If successful, the internet explorer icon will change to a white square icon with a blue line on top. This means you have successfully converted the file into an application.
Double click on the file “epans9.hta” and it should open and display the ePAN form.
