Singapore has established a COVID-19 Vaccinated Travel Framework to help with the reopening of borders, which visitors must follow before travelling to Singapore. For the most up-to-date travel requirements and advice for arrival, transit, or departure, click https://safetravel.ica.gov.sg/.
Before travelling to Singapore
- [For short-term visitors] Apply for a visa after receiving your Vaccinated Travel Pass (Air) [VTP (Air)] and before departing for Singapore (if you require a visa to enter Singapore).
- Have only travelled to or transited via any of the Vaccinated Travel Lane (Air) [VTL (Air)] countries/regions, Category I countries/regions and/or Singapore for 7 consecutive days before departing for Singapore. Travellers entering Singapore from 16 March 2022 (Singapore time) will also be allowed to have travelled to or transited via the European Economic Area (EEA) within the last 7 days prior to departure for Singapore. The EEA consists of the 27 European Union member states, Iceland, Liechtenstein and Norway. Travel history to Andorra, Monaco, San Marino and Vatican City will also be allowed.
- [For short-term visitors] Buy travel insurance, with a minimum coverage of S$30,000 for COVID-19-related medical treatment and hospitalisation costs. Travellers may purchase travel insurance from Singapore-based or overseas-based insurers. Click here for a list of products offered by Singapore-based insurers.
- [For short-term visitors] Prepare an electronic or physical copy of your insurance policy to bring with you to facilitate your entry into Singapore.
- Have a ticket to Singapore on one of the designated VTL (Air) flights. Please refer to the relevant airlines’ websites for details of the designated flights. Do note that not all flights departing from the VTL (Air) countries/regions are designated. You are strongly encouraged to consult your airline to confirm the flight numbers and days of operation of the designated VTL (Air) flights.
Please note that having a VTP (Air) does not guarantee you a ticket on a designated VTL (Air) flight. You are responsible for obtaining your own ticket separately and are encouraged to do so early.
- Monitor your health status. You are advised to defer travel if you develop any COVID-19 symptoms (e.g. fever, cough, runny nose, sore throat, loss of taste or smell) within the last 7 days before departure.
- [For recently-recovered travellers] You must present any of the following proofs of recovery (in English, or with an English translation, which states your name, and at least one other personal identifier such as the date of birth or passport number corresponding exactly with the information in your passport used for entry into Singapore) to the airline staff at check-in and to the Immigration & Checkpoints Authority officer upon arrival, to (i) depart for and enter Singapore without a pre-departure test, and (ii) be exempted from all inland measures (if you are fully vaccinated):
- Positive COVID-19 PCR test or professionally-administered ART result stating the date the test was taken, which must be:
- between 7 – 90 days before the date of departure for Singapore for fully vaccinated persons;
- between 14 – 90 days before the date of departure for Singapore for non-fully vaccinated persons (e.g. children aged 12 and below); or
- Discharge memo that:
- states your date of infection or the discharge date, which must be within 7 – 90 days before the date of departure for Singapore for fully vaccinated persons, and 14 – 90 days before the date of departure for Singapore for non-fully vaccinated persons; and
- is issued by a relevant state authority or licensed medical professional.
- Ensure that you have an accepted proof of vaccination, which can be in the form of: • a proof of vaccination on an accepted mobile application; or
• vaccination certificate(s) in English, stating the following:
− your name, and at least one other personal identifier such as the date of birth or passport number corresponding exactly with the information in your passport used for entry into Singapore;
− the name(s) of vaccine(s) used; and
− the date(s) of vaccination. The date of the last dose should be administered at least 14 days before your arrival in Singapore.
- Take a COVID-19 PCR test or professionally-administered ART within 2 days before the scheduled departure time of your designated VTL (Air) flight to Singapore, at an internationally accredited or recognised laboratory, clinic, or medical facility, and obtain a test result certificate in English stating the following:
− your name, and at least one other personal identifier such as the date of birth or passport number corresponding exactly with the information in your passport used for entry into Singapore;
− a negative COVID-19 test result;
− the date your COVID-19 test was taken; and
− the name of the testing institution conducting the COVID-19 test.
This requirement does not apply to children aged 2 and below in this calendar year and all recently-recovered travellers.
- [For short-term visitors] Check that your mobile device is compatible1 with the TraceTogether app and download it on your mobile device. After downloading the app, you must also verify your mobile number with an SMS One-Time Password (OTP) and register your profile on the app to use it. When registering, you should use the same identification number, nationality and date of birth as those shown in the passport that you are using to enter Singapore. Please refer to the TraceTogether website for information on how to download the app and register.
− If your mobile device is incompatible with the TraceTogether app or if you are unable to download the app on your mobile device, you may wish to rent a mobile device that is compatible1.
− If you are able to download the TraceTogether app but unable to receive an SMS OTP to register your profile on the app due to network restrictions, you may wish to purchase a Singapore SIM card.
You may also obtain a TraceTogether token after arriving in Singapore. Please refer to https://safetravel.ica.gov.sg/health/tt–for–travellers for detailed instructions and conditions on the use of the TraceTogether mobile application or token.
Children aged 6 and below in the calendar year are exempted from the TraceTogether requirement.
o Submit your health, travel history, and accommodation declarations electronically via the SG Arrival Card, up to three days prior to your date of arrival in Singapore.
At departure Airport
o Present the following to the airline staff at check-in:
- a valid VTP (Air) (electronic or physical copy) for the specified period of entry into Singapore;
- a valid proof of vaccination;
- a valid pre-departure COVID-19 test result certificate (electronic or physical copy) or a valid proof of recovery;
- [For short-term visitors] a valid visa (for visa-required visitors).
Upon arrival in Singapore (Before travelling to Singapore)
- [For short-term visitors] If you have rented a mobile device or booked a Singapore SIM card from Changi Recommends, collect it at the Changi Recommends booth in Changi Airport prior to clearing arrival immigration. Upon collection, you must switch on the mobile device or activate the Singapore SIM card, and immediately register your profile on the TraceTogether app with the same identification number, nationality and date of birth as those shown in the passport that you are using to enter Singapore.
- Present the following to the Immigration & Checkpoints Authority officer:
- a valid VTP (Air) (electronic or physical copy) for the specified period of entry into Singapore;
- a valid proof of vaccination;
- a valid pre-departure COVID-19 test result certificate (electronic or physical copy) or a valid proof of recovery;
- [For short-term visitors] a valid visa (for visa-required visitors);
- [For short-term visitors] an electronic or physical copy of your travel insurance policy, with a minimum coverage of S$30,000 for COVID-19-related medical treatment and hospitalisation costs.
- You may be granted vaccination-differentiated safe management measures (e.g., being allowed to dine in at food and beverage establishments) when in Singapore. Your vaccination status on your TraceTogether app may take up to 1 day to be updated. Please refer to the Singapore Ministry of Health’s website at https://www.moh.gov.sg/covid–19/vaccination/faqs—postvaccination–matters for more information.
- Immediately take private transportation, taxi, or private hire car to travel from the airport to your declared accommodation or a Quick Test Centre (QTC) / Combined Test Centre (CTC). Public transportation is not allowed. You are not permitted to enter any retail or food & beverage establishments in Changi Airport, including Jewel Changi Airport. The only exception is for the procurement of goods and services from permitted concessionaires within the airport transit area or the cordoned-off area in the Arrivals Hall. This requirement does not apply to children aged 2 and below in this calendar year and fully vaccinated recently-recovered travellers.
- Remain in isolation at your declared accommodation until you are notified that your test result is negative. This requirement does not apply to children aged 2 and below in this calendar year and fully vaccinated recovered travellers.

During the stay in Singapore
- Undergo a supervised self-administered ART at a Quick Test Centre (QTC) / Combined Test Centre (CTC) within 24 hours of your arrival in Singapore. You should book an appointment for your ART using the weblink which will be provided to you upon arrival. The test will cost S$15 (inclusive of GST), with payment to be made at the QTC/CTC through cashless modes, such as Mastercard, NETS, PayNow and Visa. You will need to bring along your photo identification for verification.
Except for attending your supervised ART, you are required to self-isolate in your declared accommodation until you are notified that you have tested negative. You may only take private transportation, taxi, or private hire car between the QTC/CTC and your accommodation. Public transportation is not allowed. This requirement does not apply to children aged 2 and below in this calendar year and fully vaccinated recently-recovered travellers. Know before travelling to Singapore.
- Should you test positive for COVID-19 on your ART, you will be placed on Protocol 2 of MOH’s Health Protocols by default and should self-isolate for at least 72 hours at your place of accommodation. You may refer to https://www.covid.gov.sg/well–and–positive–or–conditionassessed–mild–by–doctor for details on Protocol 2. If you were planning to depart from Singapore, you are required to defer your travel plans until you complete self-isolation and obtain a negative ART result. If you are a higher-risk individual and tested positive on your ART, please visit a clinic to seek medical advice immediately even if you are feeling well. - If you fail to undergo the supervised ART, you may also be required, for public health reasons, to serve a Stay-Home Notice (SHN) / Stay Order, pursuant to the Infectious Diseases (COVID19 – Stay Orders) Regulations 2020, and to pay for all applicable charges related to your stay, as well as any additional COVID-19 tests required as part of the SHN regime.
Failure to undergo the supervised ART may constitute an offence under the Infectious Diseases Act, and may render you liable upon conviction, in the case of a first offence, to a fine not exceeding S$10,000 or imprisonment for a term not exceeding 6 months or to both. For subsequent offence(s), you may be liable on conviction to a fine not exceeding S$20,000 or imprisonment for a term not exceeding 12 months or to both. Know before travelling to Singapore.
Further, your VTP (Air), and/or Visit Pass or Long-Term Pass, may be cancelled, and in such an event, you may be liable for the cost of your repatriation, including custody and maintenance pending repatriation. Future VTP (Air) applications may also be rejected. Know before traveling to Singapore.
For TraceTogether App Users (Before travelling to Singapore)
- Keep the TraceTogether app activated on your mobile device at all times while in Singapore by ensuring your mobile device’s Bluetooth function is turned on throughout your stay. To use the TraceTogether app, a Bluetooth-enabled mobile device is required but an overseas data plan is not needed.
- If you test positive for COVID-19 while in Singapore, you must provide all data in the TraceTogether app upon request by the Singapore Ministry of Health.
For TraceTogether Token Users (Before travelling to Singapore)
o Carry your own token wherever you go, and do not exchange your token with others.

1 Mobile devices that are incompatible with the TraceTogether app include:
- Phones that do not have access to the Apple App Store, Google Play Store, or Huawei App Gallery • Non-camera phones
- Phones with Android version 5.0 and below
- Phones with iOS version 9 and below
- Phones running on Blackberry OS or Symbian OS
- Phones with a Mobile Device Management (MDM) system installed by employers that prevents downloads from the Apple App Store, Google Play Store, or Huawei App Gallery
